Under the North American free Trade Agreement (NAFTA), which is a treaty between Canada, Mexico and the United States there are specific regulations and visas for people entering the U.S. There are specific programs that provide privileges to people passing between the Canadian, Mexican and U.S. Borders at land crossings and certain airports.
